The Inflation Reduction Act (IRA) Tax Credit
The federal government's 2022 IRA provides a tax credit of up to $2,000 for the installation of qualifying heat pumps. Homeowners and renters alike can use this tax credit.
Qualifying heat pumps include those that fall into the highest established by the Consortium for Energy Efficiency (CEE) (this does not include systems in the advanced tiers).

TECH Clean California
Through the TECH Clean California initiative, you can get incentives of $1,000 when you replace an older HVAC system with a heat pump. Importantly, these projects must involve swapping a non-heat pump unit with a heat pump (i.e., you cannot qualify for the incentives if you upgrade your existing heat pump with a newer one). Homeowners can cash in on the incentives twice when completing another qualifying heat pump installation.
To benefit from the TECH Clean California initiative, you must:
- Work with TECH Clean California-enrolled contractor
- Install an Air Conditioning, Heating, and Refrigeration Institute (AHRI) matched unit
- Install equipment that meets Title 24 code standards
Los Angeles Department of Water & Power (LADWP) Rebate
The LAWDWP offers a rebate of up to $1,500 on central heat pump units. The new system must have a seasonal energy efficiency ratio (SEER2) greater than 15.2 and a heating season performance factor (HSPF2) rating greater than 7.7.
To get this rebate, you must submit the following to the LADWP:
- Itemized invoice showing the unit’s make, model, and AHRI certificate reference number
- Evidence of the AHRI certificate product rating
- Approved building and safety permit

Pasadena Water & Power (PWP) Rebate
PWP offers a rebate of $170 per ton for qualifying heat pump installations. If you live in Pasadena, you can get an extra $20 per ton rebate. To get this incentive, you must install a system with a SEER2 rating above 15.3 and an HSPF2 rating over 7.2. Additionally, you can only get the rebate if you are purchasing a heat pump system for a residential property.
Southern California Edison (SCE)
Southern California Edison has a convenient marketplace that features numerous energy-saving products, many of which come with incentives. They also offer a rebate of up to $75 when you enroll your home’s smart thermostat in their Capacity Bidding Program and Smart Energy Program.
